Time to reform RPS programs that make climate change worse

A bill being considered by the Washington DC City Council would restrict DC renewable energy credits (RECs) to only high-efficiency facilities, and would eliminate subsidies for facilities burning black liquor and other very dirty fuels.  PFPI’s testimony on the bill highlights the carbon and conventional pollution from Dominion’s bioenergy investments, and the extremely high emissions from facilities burning black liquor.
